New York State Legislature Reform

The Brennan Center at New York University has issued a report on how the New York State legislature system puts all the power in the hands of the person at the top of the House/Senate and discourages participation from regular members, and is basically in need of reform. This may not be a total surprise to some people, but having some statistics to look at is interesting.
